About the PDF tools
PDFs are read and written by PDFium, the PDF engine also used in Chrome, compiled to WebAssembly (a way to run programs in the browser) and run in your browser. The engine (a few MB) is downloaded the first time, and later visits use the copy stored in your browser.
A password-protected PDF opens once you enter its open password. If the author has restricted editing or page changes, you cannot do those things until you enter the permissions password, and if copying and extraction are restricted, you cannot convert the PDF to images until then. When a new PDF is made from a password-protected PDF, it gets the same open password and restrictions as the original. Scanned PDFs, where the text is an image, cannot have their text changed.
